เมื่อฮุน เซน ก้าวลง เปิดทางให้ ฮุน มาเนต ขึ้นเป็นนายกฯ กัมพูชา

ฮุน มาเนต ในวัยเพียง 45 เรียนหนังสือจากตะวันตก แต่ได้รับมอบอำนาจจากวิถีการเมืองแบบเก่า จะมีความแตกต่างไปจากรุ่นก่อนอย่างไรจึงเป็นประเด็นที่น่าวิเคราะห์ยิ่ง

ฮุน มาเนต เป็นลูกคนโตของฮุน เซน   เพิ่งได้รับการเลื่อนขึ้นเป็นนายพลระดับ 4  ดาว

ไม่ใช่คนหน้าใหม่ทางการเมืองของกัมพูชา เพราะคุณพ่อได้ส่งสัญญาณว่าจะสร้างทายาททางการเมืองมาหลายปีแล้ว

การเลือกตั้งเมื่อวันที่ 23 ก.ค.ที่ผ่านมา เป็นเพียงพิธีกรรมเพื่อส่งไม้ต่อจากพ่อไปถึงลูกเท่านั้น

เพราะลูกชายคนนี้ไม่ได้เผชิญกับการแข่งขันทางการเมืองที่ทดสอบความสามารถในการรับแรงเสียดทานจากฝ่ายตรงกันข้ามแต่อย่างใด

ฮุน เซน ในฐานะหัวหน้าพรรคประชาชนกัมพูชา (Cambodian People’s Party: CPP) ได้ปูทางการเมืองเอาไว้ให้ลูกเป็นขั้นเป็นตอน

ก่อนการเลือกตั้งครั้งนี้ก็มีการกำจัดคู่แข่งทางการเมืองเป็นระยะๆ อย่างต่อเนื่อง

เช่นร้องศาลให้สั่งยุบพรรคกู้ชาติกัมพูชา  (Cambodia National Rescue Party: CNRP) ซึ่งเป็นพรรคคู่แข่งที่สำคัญที่สุดในปี 2017

จากนั้นก็สั่งจับกุมแกนนำพรรคฝ่ายค้านด้วยข้อหาต่างๆ นานาที่พึงจะไปขุดไปคุ้ยมา

ผลที่ตามมาคือ นักการเมืองโดดเด่นที่อาจจะท้าทายอำนาจรัฐได้ต้องหลบลี้หนีภัยทางการเมืองไปอยู่ต่างประเทศ

ไม่แต่เท่านั้น ฮุน เซน ยังใช้มาตรการต่างๆ เพื่อลิดรอนสิทธิเสรีภาพในการแสดงออกทางการเมืองอย่างกว้างขวาง

ใครหรือองค์กรใดทำท่าว่าจะมีความเห็นที่คัดค้านหรือจะตรวจสอบรัฐบาลก็จะถูกบีบบังคับให้หายไป

สื่ออิสระถูกปิดหรือควบคุมอย่างใกล้ชิด

องค์กรเอ็นจีโอทั้งในและต่างประเทศรายงานเกี่ยวกับการคุกคามองค์กรสิทธิมนุษยชน สหภาพการค้า และองค์กรพัฒนาเอกชนเป็นประจำถูกจำกัดกิจกรรม

ทางการกัมพูชาก็จะออกมาปฏิเสธข้อกล่าวหาเหล่านั้นอย่างต่อเนื่องเช่นกัน

แต่ไม่เคยยอมให้มีการถกแถลงข้อกล่าวหาเหล่านั้นอย่างเปิดเผยและจริงจัง

ผู้เห็นต่างทางการเมืองจึงเป็นศัตรูกับอำนาจรัฐ

อาจจะเป็นเพราะฮุน เซน ต้องการจะให้ลูกชายก้าวขึ้นมามีอำนาจอย่างไร้อุปสรรคขัดขวางใดๆ ทั้งสิ้น

และนั่นคือจุดอ่อนที่สำคัญสำหรับฮุน มาเนต เพราะเมื่อทุกอย่างราบรื่นเช่นนี้ ย่อมไม่อาจจะพิสูจน์ว่าหากผู้นำคนใหม่ต้องเผชิญกับความท้าทายในสภาพความเป็นจริงของการบริหารบ้านเมืองแล้ว จะมี “ภูมิต้านทาน” มากน้อยเพียงใด

ก่อนจะส่งมอบอำนาจต่อให้ลูกชาย ฮุนเซน ประกาศทางโทรทัศน์แห่งชาติว่า “ผมต้องเสียสละ และปล่อยมือจากอำนาจได้แล้ว”

ฮุน เซน บอกประชาชนคนกัมพูชาว่า

“ผมได้เข้าเฝ้าฯ พระบาทสมเด็จพระบรมนาถ นโรดม สีหมุนี และประกาศว่า ผมจะไม่ดำรงตำแหน่งนายกฯ อีกต่อไป”

และเสริมต่ออย่างชัดเจนว่า ฮุน มาเนต  จะเข้ารับการโปรดเกล้าฯ ให้เป็นนายกรัฐมนตรีในวันที่ 10 ส.ค.นี้

และเข้าปฏิญาณตนเป็นนายกฯ ในวันที่ 22 ส.ค.

แต่อย่าเพิ่งด่วนสรุปว่า ฮุน เซน จะหายไปจากแวดวงการเมือง

เพราะเขาประกาศสำทับว่าจะยังคงเป็นหัวหน้าพรรคประชาชนกัมพูชา (CPP) ต่อ

อีกทั้งยังจะรักษาสถานภาพเป็นสมาชิกสภาแห่งชาติ

และต้องไม่ลืมว่าเขาเคยพูดเอาไว้ก่อนหน้านี้ ถ้าลูกชายไม่สามารถทำหน้าที่ผู้นำประเทศตามความคาดหวังของประชาชน  ตัวเขาเองก็จะหวนกลับมาบริหารประเทศอีกครั้ง

นั่นแปลว่ามีเขาคนเดียวเท่านั้นที่สามารถจะบอกว่าจะลงจากตำแหน่งเมื่อไหร่ จะส่งไม้ต่อให้ใคร หรือจะกลับมาได้อีกวันไหน

ฮุน มาเนต เป็นลูกชายคนโตจากบุตรทั้งหมด 5 คนของฮุน เซน โดยฮุน มาเนต  เข้าร่วมกองทัพกัมพูชาในปี 1995

และได้ไปเรียนต่อด้านการทหารที่สหรัฐอเมริกา และสหราชอาณาจักร

เขาเป็นคนเขมรคนแรกที่เรียนจบจากโรงเรียนทหารเวสต์พอยต์ อันมีชื่อเสียงก้องโลกของอเมริกาในปี 1999

ฮุน มาเนต คงเตรียมตัวเป็นผู้นำประเทศตั้งแต่ยังเป็นหนุ่ม เพราะเขาไม่ได้เรียนเฉพาะด้านทหาร แต่ยังศึกษาได้ปริญญาโทด้านเศรษฐศาสตร์จากมหาวิทยาลัยนิวยอร์ก เมื่อปี 2002 และปริญญาเอกในด้านเศรษฐศาสตร์เช่นกัน จากมหาวิทยาลัยบริสตอลที่อังกฤษในปี 2008

ฮุน มาเนต แต่งงานกับพิช ชานโมนี บุตรสาวของนักการเมืองคนสำคัญในกัมพูชา มีบุตรด้วยกัน 3 คน

เกือบจะไม่ต้องออกแรงไต่เต้าในกองทัพเพราะเขาได้รับการแต่งตั้งในตำแหน่งสำคัญๆ เกือบจะทันทีที่เรียนจบมา

โดยเป็นรองผู้บัญชาการกองกำลังอารักขานายกรัฐมนตรีฮุน เซน ผู้เป็นพ่อ

ต่อมาก็เลื่อนเป็นผู้บัญชาการหน่วยต่อต้านก่อการร้าย

ตามมาด้วยตำแหน่งผู้บัญชาการกองทัพ

และรองผู้บัญชาการทหารสูงสุดกัมพูชา

พร้อมๆ กันนั้นเขาก็มีเส้นทางการเมืองคู่ขนานไปด้วย

โดยเป็นหัวหน้าปีกคนรุ่นใหม่ภายในพรรคประชาชนกัมพูชา และเป็นกรรมาธิการสามัญประจำสภาด้วย

ความที่เป็นเพื่อนบ้านของไทย การที่กัมพูชามีผู้นำคนใหม่ที่มีความใกล้ชิดกับกลุ่มการเมืองไทย รวมถึงคุณทักษิณ ชินวัตร จึงเป็นเรื่องที่น่าติดตามว่าจะมีแนวทางของความสัมพันธ์กันอย่างไร.

Co-founder of company involved in Titanic sub disaster sets his sights on Venus

The co-founder of the company that operated the ill-fated submersible trip to the wreck of the Titanic is now leading efforts to send humans to Venus.

Guillermo Söhnlein, who is also the founder and chairman of Humans2Venus, said in an interview with Insider that he is hopeful his new company can host a colony of 1,000 humans on the hottest planet in the solar system.

The new venture comes less than two months after OceanGate co-founder and Mr Söhnlein’s friend Stockton Rush and four other passengers died when the company’s Titan submersible imploded at depths of more than 12,000ft. Mr Söhnlein co-founded OceanGate with Mr Rush in 2009 and handed over control of the company in 2013.

“Forget OceanGate. Forget Titan. Forget Stockton. Humanity could be on the verge of a big breakthrough and not take advantage of it because we, as a species, are gonna get shut down and pushed back into the status quo,” Mr Söhnlein said. “[Sending humans to Venus] … it is aspirational, but I think it’s also very doable by 2050.”

Mr Söhnlein argued that new findings by NASA suggest humans could potentially live in a silver of the Venusian atmosphere that is 30 miles from the surface.

According to NASA, Venus has a very toxic atmosphere filled with carbon dioxide and it’s permanently “shrouded in thick, yellowish clouds of sulfuric acid that trap heat, causing a runaway greenhouse effect.” It is believed by experts that it would be nearly impossible for humans to live on Venus, per Space.com.

However, Mr Söhnlein has expressed that those hurdles can be overcome with innovation.

“When it came to imagining a permanent home for humanity away from Earth, one challenge always bothered me,” an entry by Mr Söhnlein on the Humans2Venus website read. “I am not an engineer or a scientist, but I have ultimate faith in the abilities of both. Therefore, I always figured that they would be able to overcome the myriad challenges facing us in the extreme environment of space: radiation, temperature, pressure, food, water, breathable air, etc. All of these could be overcome.”

Mr Söhnlein has fiercely defended Rush against criticism that the late investor ignored several warnings about safety concerns with the Titan.

“I don’t think that should have a negative connotation because you could almost argue that it’s a critical element of humanity moving forward,” he told Insider. “If we didn’t have people that like this, we’d probably all still be in caves.”

OceanGate, which was based in Everett, Washington, announced earlier this month that it suspended all operations.

The Titan’s catastrophic implosion on 18 June remains under investigation by multiple maritime authorities, including the US Coast Guard as well as the Transportation Safety Board of Canada and the French Marine Casualties Investigation Board.

The Coast Guard convened a Marine Board of Investigation last month and said it will hold a public hearing once it is determined what caused the submersible to malfunction.

Kaley Cuoco becomes a ‘reverend’ to officiate friends’ wedding

Kaley Cuoco said she stepped into the role of “reverend” to officiate her friend Tracey Wade’s wedding this weekend.

The Big Bang Theory star, 37, shared an Instagram Story that was first posted by a wedding guest at Wade’s nuptials on Saturday (29 July), which showed Cuoco standing under a floral arch while waving papers in her hand.

The original post was captioned: “Our Reverend Kaley Cuoco.” The actor added in her repost: “Yes this happened lol [sic].”

Sharing a number of snaps from the joyous day, Cuoco posted several polaroid photos of herself with her newly married friend and wrote in the caption: “I got to marry my nearest and dearest today! Love you Tracey Wade!”

She joked: “I’m avail [sic] for all future weddings, bat mitzvahs, and any legal ceremony you may need me for lol.”

In the US, it is common to get ordained online. The process allows a person to perform a legally binding wedding ceremony. According to the New York Times, many states don’t require ministers to register with their local government office.

Cuoco attended the ceremony with her boyfriend Tom Pelphrey, as well as her mother, father, and sister Briana.

One Instagram Story featured a black-and-white photo collage of Cuoco and Pelphrey kissing and pulling faces alongside the words “Wade + Tracey 29 July 2023”.

She wrote in the caption: “We love you Tracey Wade and Wade!!!”

In March, Cuoco welcomed her and Pelphrey’s first child together. The Flight Attendant star announced the birth of Matilda Carmine Richi Pelphrey via Instagram and said the couple were “overjoyed and grateful for this little miracle”.

Pelphrey, 40, who is best known for starring in the Netflix series Ozark, added in his own post: “Eternally grateful for the strength and bravery of my soulmate and best friend Kaley Cuoco. You are incredible.”

Cuoco announced her pregnancy just five months after the couple confirmed they were dating last May. She said they were “beyond blessed and over the moon” about the new addition to their family.

Celebrating Pelphrey’s 41^st birthday last week, Cuoco described her boyfriend as the “best partner, best son, best friend, best brother, best uncle, best dog daddy, best part-time therapist, best part-time nutritionist, best part-time trainer, best smoothie maker, best coffee barista, best tuna sandwich maker, best laugh, best heart”.

She wrote in an Instagram post paying tribute to him: “Happy happy birthday to the love of my life. Bubs you are so special to me and everyone who knows you.”

The star has been married twice before, first to US tennis player Ryan Sweeting and later to equestrian star Karl Cook. Her marriage to Sweeting ended in 2016, and her marriage to Cook ended in 2021 after three years.
